I think so. The car definitely has way more power than it needs. The F1 really shines in a lot of ways that aren't performance oriented, and it offers rare qualities for a supercar.

Power is always listed at the flywheel unless specified as something else. If it was wheel horsepower it would be lower, so the companies don't show it.

Yes. With it's low weight it could probably get by (performance wise at least) with as little as 450 bhp.

I think not. It wasn't even planned to be 220mph+. But as they say, BMW engine made 130hp+ than they axpected. In f1-LM it has 690hp. That was 25% more than initial specs, yet they could not find who might build such motor.

funnily enought 450bhp was roughly how much power they decided they wanted the car to have during the very early design discussions. they also decided it should be about the size of a bmw m1 as this was the perfect size. at no point during initial discussions of the car was performance mentioned. it was supposed to be the ultimate drivers car for the road. this included practicality which is why it car carry 3 people and has decent (for a hypercar) luggage space.
